Terms and conditions:-

1.1 A beneficiary family will comprise husband, wife, unmarried sons and/or unmarried daughters. The beneficiary family should not own a pukka house either in his/her name or in the name of any member of his/her family in any part of India to be eligible to receive central assistance under the Mission.
1.2 A beneficiary family will be eligible for availing only a the single benefit under any of the existing options i.e. slum redevelopment with private partner, credit-linked subsidy, direct subsidy to individual beneficiary and affordable housing in partnership, as detailed in PMAY(U) guidelines.


1.3 The maximum annual income of applicants should be as follows or as per guidelines issued from time to time by the State Government.

1.4 Income certificate to be certified by concerned Employer in case of Salaried individual & if the individual is self-employed the income certificate to be certified by Tehsildar /Municipal Officers/S.D.O or any State officially authorized by the State Government or self-attested income and residence certificate / Affidavit duly notarized.

1.5 Beneficiary identification shall be linked to AADHAR/BHAMASHAH/JANAADHAR card or any other unique identification to avoid duplication of allotment.

1.6 The flat allotted to the applicant must be occupied within one year of taking over the possession of the same failing which the allotment may be canceled and allotted to another applicant from the waiting list.

1.7 The applicant must be a bonafide resident of the state of Rajasthan. At the time of the applicant, an affidavit to this effect may be submitted by him/her. However, at the time of enlistment in the eligibility list, he/she will have to submit Bonafide issued by the competent authority, failure which leads to an incomplete application. But this condition will not be valid for housing projects for a specific group of people such as industrial workers, fishermen, mining workers, etc. for whom a special housing complex could be constructed. In case, a sufficient number of applicants are not received from bonafide residents of the state of Rajasthan then applicants from other states (Indian Nationals only) who are working in the particular town/city for at least 1 year may be considered for allotment provided they produce the certificate /affidavit to this effect duly notarized.

Scheme Details:

 

2.1 Every allottee shall become a member of the Residents Welfare Society, which will maintain common services and regular upkeep of housing property and shall pay monthly maintenance charges to society as prescribed. An undertaking to this effect will have to be signed by the allottee before possession is handed over to him/her.

2.2 Beneficiaries of EWS/LIG seeking housing loans from Banks, Housing Finance Companies and other such institutions would be eligible for an interest subsidy at the rate of 6.5% for a tenure of 20 years or during the tenure of the loan based on which is less. The Net Present Value (NPV) of the interest subsidy will be calculated at a discount rate of 9%.

2.3 The Mission, in order to expand institutional credit flow to the housing needs of the urban poor will implement credit linked subsidy components as a demand-side intervention. Credit linked subsidies will be provided on the home loans are taken by eligible urban poor (EWS/LIG) for acquisition,
construction of houses.

2.4 The credit linked subsidy will be available only for loan amounts up to Rs 6 Lakhs and additional loans beyond Rs 6 Lakhs. If any will be at a non-subsidized rate. Interest subsidy will be created upfront to the loan account of beneficiaries through lending institutions resulting in reduced effective
housing loan and Equated Monthly Installment (EMI).

2.5 Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet, etc. to existing dwellings as incremental housing. The carpet area of houses being constructed or enhanced under this component of the mission should be up to 30 square meters and 60 square meters for EWS and LIG, respectively in order to avail of this creditlinked subsidy.


2.6 For identification as a EWS or LIG beneficiary under the scheme, an individual loan applicant will submit a self-certificate/affidavit as proof of income.


2.7 Preference under the Scheme, subject to beneficiaries being from EWS/LIG segments should be given to manual Scavengers, Women (with overriding preference to widows), Persons belonging to Schedule Castes/Scheduled Tribes/Other Backward Classes, Minorities, Persons with disabilities and Transgender.


2.8 All statutory towns as per Census 2011 and statutory Towns notified subsequently would be eligible for coverage under the Mission.


Note: In this Mission, States/UTs will have the flexibility to include the Planning Areas (to the exclusion of rural areas) as notified with respect to Statutory Towns and such Planning Areas (to the exclusion of rural areas) as notified by Development Authorities.
